When is a Section 94 or Section 7.11 Report Required?
Most local councils in NSW require a Section 94 cost report when the estimated development cost exceeds:
$500,000 - a registered quantity surveyor must prepare the report
Under $500,000 - some councils may accept a detailed builder’s estimate
The threshold varies by council, so it is important to confirm requirements early in the DA process. These reports are commonly required for:
Townhouse and multi-unit developments
Commercial and retail buildings
Childcare centres and community facilities
Industrial warehouses and mixed-use projects
How Section 94 / Section 7.11 Reports Provide Value
Our cost reports do more than just meet council compliance. They provide added value throughout your development process:
Ensure compliance with DA lodgement requirements to prevent application delays
Allow councils to assess development contributions with confidence
Reduce risk of under or overestimated levies that may impact project feasibility
Support bank financing and feasibility modelling with a certified cost breakdown
Strengthen planning proposals and development justifications
Provide transparency for clients, project partners and financial stakeholders
Can be used in conjunction with quantity surveying budgets and staged drawdowns
