Tate & Sons is an established and accredited quantity surveying firm with extensive experience in preparing cost reports for development applications throughout NSW.

Our reports are:

  • Compliant with NSW Council and IPART guidelines;

  • Prepared by AIQS and RICS accredited quantity surveyors;

  • Delivered quickly to meet DA submission timeframes;

  • Fixed fee with no hidden costs; and

  • Accepted by councils across Sydney, Newcastle, Central Coast and regional NSW.

We work with developers, architects, planners and project managers to ensure smooth DA lodgements and timely approvals.

When is a Section 94 or Section 7.11 Report Required?

Most local councils in NSW require a Section 94 cost report when the estimated development cost exceeds:

$500,000 - a registered quantity surveyor must prepare the report

Under $500,000 - some councils may accept a detailed builder’s estimate

The threshold varies by council, so it is important to confirm requirements early in the DA process. These reports are commonly required for:

Townhouse and multi-unit developments

Commercial and retail buildings

Childcare centres and community facilities

Industrial warehouses and mixed-use projects

How Section 94 / Section 7.11 Reports Provide Value

Our cost reports do more than just meet council compliance. They provide added value throughout your development process:

  • Ensure compliance with DA lodgement requirements to prevent application delays

  • Allow councils to assess development contributions with confidence

  • Reduce risk of under or overestimated levies that may impact project feasibility

  • Support bank financing and feasibility modelling with a certified cost breakdown

  • Strengthen planning proposals and development justifications

  • Provide transparency for clients, project partners and financial stakeholders

  • Can be used in conjunction with quantity surveying budgets and staged drawdowns

  • Satisfy tender documentation or funding milestones where certified costs are required

  • Recognised by lenders, architects and certifiers as an authoritative construction cost opinion

Common Projects We Quote

  • Townhouses and dual occupancies

  • Unit blocks and boarding houses

  • Retail centres and medical clinics

  • Warehouses and light industrial units

  • Places of worship and childcare centres

  • Renovations and extensions triggering DA thresholds
